gov’t spending
ALL levels of governments in Guangdong Province will have
their purses watched more closely by the local people’s
congress, according to a release from the provincial finance
working meeting yesterday.
Not only will the people’s congress review the government
budgets and supervise their performances, it has also started
to evaluate the efficiency of government spending.
Shenzhen has been chosen to carry out the efficiency
auditing trial and the practice will soon be extended
throughout the province.
The focus of supervision is laid on the actual social
effect rather than the size of the spending, Lu Zhonghe, vice
director of the standing committee of Guangdong Provincial
People’s Congress said yesterday.
A special governmental budget auditing office will be
established under the provincial people’s congress, Lu said,
following the example of an auditing department under the
Guangzhou Municipal People’s Congress this July.
Lu also warned of the risk of a heavy loans burden on
local governments brought about by poorly performing State
