City to reform courts
|
PROCURATORATE and court officials in Shenzhen have unveiled a reform package aimed at promoting justice, transparency and efficiency.
Leaders of the Shenzhen People's Procuratorate and Shenzhen Intermediary People's Court on Monday briefed the Legal Affairs Committee of the Standing Committee of the Shenzhen Municipal People's Congress about their reform measures.
Shenzhen has been designated by the country's supreme procuratorate as the only city to undergo a trial reform that would sever the mode of personnel management of the local procuratorate from that of the municipal CPC committee and government.
The reform will transform procurators from Party and government officials into professional prosecutors, so as to prevent administrative meddling.
The courts in the city will also introduce bold reforms that would prevent presidents of the courts from deciding the results of all cases. Except for important, difficult and complicated cases, the collegiate benches, or the panels of judges, will give straight verdicts and assume responsibility for their rulings.
Deng Jilian, president of the city's Intermediate People's Court, said all verdicts will be made public in print or online versions as one of this year's experiments. In an unprecedented move in the country, the courts will also publicly publish court cases.
