Headquarters settlement encouraged

Winton Dong
SHENZHEN'S Municipal Government is expected to offer preferential taxation, land usufruct fee, foreign exchange, personnel transfer and other incentives to large companies setting up their headquarters or regional centres in the city.
A package of preferential policies was originally suggested by Li Changchun, member of the Political Bureau of the CPC Central Committee and secretary of the Guangdong Provincial Committee of the CPC.
“With the city's superior geographic position, Shenzhen gets the upper hand in attracting big investors and getting them settled in the city,” Li said.
Based on the new policy, qualified companies which have settled in the city and operated for more than five years will enjoy tax exemption or reduction.
Meanwhile, those companies engaged in import and export business or processing with imported material for re-exportation can apply to establish bonded factory sites.
Moreover, financial support, visa applications, opening of foreign exchange deposits and other special treatments will also be offered.
According to Vice-Mayor of Shenzhen Guo Rongjun, the city has corporate advantages in information, market, personnel and investment environment.
“With the city's strict adherence to high and new technologies, plus the putting into effect of the new policy, more and more high-tech companies will be attracted and settle down in the city,” Guo said.
Many well-known companies from home and abroad such as Huawei Technologies, Legend Group, Zhongxing and Seagate have already set up their national or regional headquarters in the city.
