Synopsis: The film is the account of the rise and fall of a corrupt southern governor.
At first, poor, honest and idealistic Willie Stark is for reform, justice and the underprivileged, but his efforts are hopeless against the state's political machine until his prophetic (预言性的) warnings concerning graft (贪污) in a schoolhouse contract come true.
He is encouraged to run for governor. He develops his own fighting style and wins the hearts of his constituents (选民) by fighting state government corruption.
However, rising to the peak of power, he becomes as brutal, dishonest and corrupt as the governor he's replaced.
Charges of political corruption are brought against him, but he manages to escape the charges through ruthlessness and inhumanity. He blackmails Judge Stanton (Raymond Greenleaf) and drives him to suicide.
Stark appears to be planning to move on to the White House, but in the final memorable scene, is gunned down by an assassin, embittered (愤怒的) young Adam Stanton (Shepperd Strudwick), nephew of the judge.
