Reform in land use
|
LAND use right must be sold through public sale at the SZ Municipal Land and Real Estate Trading Centre, under a new regulation.
Every inch of land for commercial use must be registered with the centre before it is traded.
The first of its kind in the country, the rule defines that land for commercial use, including the use right of land submitted to the rule of SZ's Municipal People's Courts and SZ Municipal People's Procuratorates and buildings on the land, should be traded publicly at the trading centre. It also allows the retransferring of land purchased from the local government, which was prohibited before.
This is the second major land use reform effort since SZ pioneered land reform nationwide in 1987 by carrying out the nation's first land auction. It is widely considered a step forward to open up governmental operations to the public, a process which should also reduce the usefulness of bribery of government officials in exchange for land deals.
It will also help to regulate the land trading market, which has been undermined by some owners of the use right of land engaging in illegal trading for profit.
