Supervision means support

ZHANG YUQING, vice-chairman of the Standing Committee of Shenzhen Municipal People's Congress, yesterday said that the legislative body's supervision over local government, the city's courts and procuratorates at municipal and district levels is actually a form of support for them.
“On July 1, 1992, Shenzhen was authorized by the National People's Congress to make local laws and regulations. Since then, the city's law-making body has promulgated nearly 160 statutes,”Zhang said. “However, supervision over the exercise of these rules and regulations is much more important than simply stipulating them.”
At the beginning of this year, strongly urged by the city's legislature, the local government injected 7.3 billion yuan (US$876 million) to curb serious river pollution.
“As the city's legislators, it is our duty to closely supervise and strictly audit the usage of such a large sum of money,” Zhang said.
The city's legislative body will take pains to control the endemic illegal construction this year.
“The illegal construction, which occupy roads or are not in accord with comprehensive urban planning, will be completely dismantled,” Zhang said.
The SZ Municipal People's Congress will also take concrete measures such as consultation, hearing, and on-the-spot field investigations to make its supervision more effective.
