Budget review expanded
|
FOR the first time in the history of the city's legislature, deputies to the Shenzhen Municipal People's Congress reviewed budgets of various government departments on Wednesday instead of just looking at the city's financial budget as a whole.
With deputies who reviewed the 143 budgets having related knowledge, the move is considered a big step forward in making the financial operations of the city's governmental departments more transparent while enhancing the supervision by the deputies.
According to the deputies, previous budgets of the departments were not scrutinized by the city legislature and could easily be expanded, often resulting in unnecessary spending of public money. From now on, however, budgets reviewed by the legislative body are not to be changed without the approval of the Standing Committee of the Shenzhen Municipal People's Congress.
It is said that the 143 administrative units and institutions covered this week only account for one-third of the total, and that budgets of all such organs and institutions will be reviewed starting from next year.(Alex Wang)
