Top motion movers

Wu Yan
YANG JIANCHANG and Wu Limin have gained the distinction of tabling more motions than anyone else during the on-going Second Session of the Third Shenzhen Municipal People's Congress. Wu has offered five motions and eight suggestions, while a busy Yang has given 11 and 15, respectively.
Yang and Wu are respectively from the city's Luohu District Consumer Council — a non-governmental organization dedicated to the protection of consumers' rights — and the SZ Municipal Office for Handling Complaints and Petitions.
Yang has gained national renown for his tireless efforts in the name of consumers. For years, he has struggled through threats and unjust treatment to do his work. His motions range from upgrading the infrastructure of the local airport to eradicating fraud in the local labour market.
Yang said that he started doing research last August to prepare for his motions and suggestions, so he is well prepared with a mountain of accurate data.
Wu, another local legend, addressed issues such as protecting the legal rights of migrant workers, strengthening management of rural village cadres and cracking down on the illicit slaughter of livestock. Since he encounters complaints and petitions on a daily basis, his proposals are believed to reflect the views of the general public.
Besides the proposals they raised individually, Yang and Wu each have also worked with other deputies to generate motions. Yang joined in proposing setting up governmental agencies to protect consumers. Wu and 11 other deputies wanted to develop both sides of the Shenzhen River into a tourist area, where people could stroll to enjoy the view, look on Hong Kong to the south and appreciate the mangrove — a preserved rare plant species.
