Official selection reformed

SHENZHEN will select its officials in an open and competitive manner, ending the decades-old practice of backroom nominations.
Unveiling a package of personnel reforms at a high-profile meeting attended by other senior city officials, Xu Zongheng, director of the Organization Department of Shenzhen Municipal Committee of the Communist Party of China, said on Wednesday that all vacant posts in the municipal and district governments and party organs, except sensitive positions, will be filled by winners of internal competitions.
Xu, the top official in charge of the city's official appointment, also disclosed that about one third of vacant posts of bureau-chief level will be offered to eligible candidates who are required to pass public examinations and assessments.
The public will be notified with any proposed promotion in the government, Xu said. Under the new practice, such promotion will be terminated if any unfavourable feedbacks from the public prove to be true and material.
It is also important for the city to create an effective resignation mechanism, Xu noted. He specified several circumstances under which officials in question should resign, be demoted or fired.(SD News)
