Governors accountable for accidents
|
CHINA has made governors or ministers accountable for extremely serious accidents by imposing a new regulation following a string of blasts that have killed hundreds of people across the country this year.
According to the new regulation, which was promulgated by the State Council and published on major newspapers yesterday, criminal liabilities will be pursued against principal officials if accidents occur because of neglect of duty or other malpractice involving the leaders.
The State Council will impose administrative punishment against governors, mayors or chairpersons of provinces, municipalities and autonomous regions as well as relevant ministers if there occur exceptionally serious accidents related to traffic, construction quality, fire, civil explosives, dangerous chemicals, coal mines, boilers, pressure pipes or vessels.
One article particularly prohibits primary and middle schools from asking students to do jobs involving dangerous materials including explosives.
Shu Shengyou resigned as governor of Jiangxi Province early this month following the March 6 explosion that ripped through a primary school building and left 42 people dead, most of them young students.(SD-Xinhua)
