Shipwrecks to be scraped

SHENZHEN plans to set up a VTS (Vessel Transportation Surveillance) system in its eastern waters to monitor passing vessels and guarantee correct shipping, following two recent ship collisions.
Approved by the Ministry of Transportation, a radar station will be established at Zhengjiaozui, Yantian District, during the first phase construction to guide navigation for container carriers and vessels with dangerous cargoes at Yantian port area.
The two shipwrecks occurred in the last two weeks in Dapeng Bay drew concerns.
The basic reason for the accidents is the lagging behind of legislation. Li Zhihao, director-general of the Shenzhen Municipal Maritime Affairs Bureau, said on Friday the ratification of the Sea Traffic Safety Law was extremely urgent.
He hopes the legislation body in the city to formulate sea traffic regulations as quickly as possible to reduce sea accidents.
Lin added the direct reason for the two accidents, to a great extent, was malpractice of crew members.
It was told most of the passing vessels in the Pearl River Delta, which are often overloaded, are old ones without licences or insurance. The crew's quality differs, but far from reaching the requirements for navigation. The shipwrecks of this type of vessels account for 80 per cent of the total accidents.
