Where can we turn for sports facilities?

A HEALTH survey released recently by the Shenzhen Sports Development Centre indicates that the health of Shenzheners is surprisingly poor. About 18.7 per cent of adults are unhealthy.\;
Health experts said the situation is related with city's shortage of pubic sports facilities and residents' lack of health awareness.
It was told the city's per capita sports area is only 0.2sqm, lower than the national average 0.3sqm. It is only one quarter of Shanghai's, lagging far behind most major cities in China.\;

According to regulations, a city with one to two million population must build two to four standard stadiums.
Shenzhen lags behind in this aspect. The awkward shortage of sports and recreation facilities is becoming more obvious. \;
Government-invested sports projects are obligated to open all their facilities to the public. Yet these facilities are mainly used for important sports events. Of course, if we were to open them to the public, the government would have to shoulder huge maintenance fees.\,

The legislation that a certain amount of space must be set aside for sports facilities in housing estates should be strengthened. Some profit-motivated real estate developers tend to ignore the rule since the clauses in the stipulation are difficult to enforce.\
The Shenzhen Municipal People's Congress should speed up the legislation in this regard to guarantee culture and sports development in communities. The construction of public sports facilities should be included in the city's overall planning of land use.\;

Currently, Meilinyicun Housing Estate is the largest government-subsidized housing project with nearly 30,000 residents. The only sports facility available here is a swimming pool. Most of the originally planned facilities have still not been built. \;
The basketball and football courts in the plan are located inside two schools in the housing estate and the schools are reluctant to open them to the community. The situation has become a focal point of complaints. The government should be far-sighted in planning its housing estates.\;

I bought a home at Holiday Fantasy (?)in Nanshan District. The charges at the swimming pool and other venues there are far too high. It would help to open schools' sports facilities to the public, but most principals of schools reject the idea for fear of safety concerns and damage to the facilities. \;
I have heard that ten schools in Luohu District have opened their sports facilities to the public and the income is sufficient for maintenance. I hope more schools follow suit.\;
