SIR -- Shanghai Co-operation Organization (SCO) was established last Friday after China, Russia and four other Central Asian countries declared at the Shanghai summit meeting to launch a regional co-operation organization with a view to ensuring regional security and promoting prosperity.
The founding of the SCO is in line with the requirements of our times' developments and is the result of joint efforts by the six countries.
The SCO mechanism will be greatly conducive to international peace, for it aims to create a new international political and economic order featuring democracy, justness and rationality, taking a historical step forward in safeguarding regional security and promoting co-operation.
The new security concept proposed by this organization, the "Shanghai Spirit" will be even more attractive. It is based upon mutual trust and benefit, equality, consultation, respect to diversified civilizations and mutual development, which provides a new way of thinking and a new model in solving international disputes.
The "Shanghai Spirit" transcends the Cold War mentality. It seeks to solve international differences and disputes in a peaceful way including dialogues and consultation, instead of self addiction or even using force. It emphasizes co-operation in terms of partnership instead of alliances, while not targeting any third party.
The SCO, which covers three-fifths of the Eurasian continent and one-quarter of the world's population, is a good example of international co-operation, enriching the practice of contemporary diplomacy. It shoulders the historical task entrusted by the peoples of member states and enjoys a strong vitality.
